Companies that sell goods or services in return for cash payment have to use cash register with a certified control unit. The aim is to stop abuse and to protect serious business owners from unfair competition.
As of 1 January 2010 the law applies, in principle, to all companies that accept cash or cards. This includes shops, dentists, hairdressers and other businesses. The law requires certified cash registers, which have been certified under accreditation.
It is the control unit that is connected to the cash register that has to be certified. Every cash register with a certified control unit must have a Manufacturer’s declaration of conformity. In such a declaration the manufacturer attests that the cash register and the certified control unit are tested and that they work together.
The Swedish Tax Agency, which is the regulatory authority, ensures that the law is enforced through unannounced visits to business owners. Business owners not following the law may be fined. However, there are certain activities which are not affected: market trading, long-distance and door-to-door sales, vending and slot machines and activities with insignificant turnover.
Swedac is responsible for accreditation of certification bodies that certify control units.
